Invitation to Bid

The City of McCall is accepting sealed bids for the FOREST ST IMPROVEMENTS, MISSION TO STATE Project. All separate, sealed bids will be received at www.horrocksplanroom.com until 2:00 p.m. MST on Thursday, January 29, 2026.  That same day, all received bids will be opened virtually and read aloud at 2:15 p.m. MST via Microsoft Teams. Bid opening information will be sent out to all Contractors on the plan holders list the day before. Bids not received by the indicated time will not be opened.

Project Description

The work of this contract generally consists of roadway improvements on Forest Street, from Mission Street to State Street, including rehabilitation of the existing pavement and widening of the road section for bike lanes. Additional work includes installation and replacement of culverts, drainage swales, striping, and traffic signs. The project also includes a bid alternate for a new 12-inch water main and replacement of water services, water meters, and fire hydrants.

Pre-bid Meeting

A non-mandatory virtual pre-bid meeting will be held on Thursday, January 8, 2026 at 1:30 p.m. MST. Those wanting to attend in person can meet at Legion Hall, located below City Hall at 216 E. Park St, McCall, ID 83638. There will also be an opportunity to walk the project site following the pre-bid meeting. Virtual meeting information will be sent out to all Contractors on the plan holders list the day before. All potential bidders are encouraged to attend.

Special Instruction

Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashier’s check, or cash in the amount not less than 5% of the total bid amount, payable to the City of McCall.  Proof of Bid Security must be submitted with the official bid documents. Said Bid Security shall be forfeited to the Owner as liquidated damages should the successful bidder fail to enter into a contract in accordance with their proposal as specified in the instructions to Bidders. The City of McCall reserves the right to reject any or all proposals.

Note: The Engineer, Project Manager, and Owner shall not be held responsible for any oral instruction. All questions or requests for additional information must be submitted in writing to the Engineer, no later than 5:00 p.m. MST on Monday, January 12, 2026. Any changes to the Plans and Specifications will be in the form of a written addendum which will be made available to all plan holders by Close of Business on Monday, January 19, 2026.
