General Notice
Mescalero Apache Tribe (Owner) is requesting Bids for the construction of the following Project:
Windy Point Phase III Housing Expansion Tank Site Improvements
Project Control #: MAT-25-05
Bids for the construction of the Project will be received at the Mescalero Apache Tribal Roads & Utilities Department located at 556 Soldier Canyon Road, Mescalero, NM 88340, until Thursday, August 28th, 2025 at 10:30 a.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
1. Construction of a new 240,000-gallon ground-mounted welded steel storage tank and miscellaneous site improvements.
Bids are requested for the following Contract: MAT-25-05 Windy Point Phase III Housing Expansion Tank Site Improvements

Bidding Documents may be downloaded, at no cost, by searching MAT-25-05 Windy Point Phase III Housing Expansion Tank Site Improvements on the website’s Public Jobs page. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Pre-bid Conference
A non-mandatory pre-bid conference for the Project will be held on Thursday, August 7th, 2025 at 2:00 p.m. at the Mescalero Apache Tribal Roads & Utilities Department Conference Room, 556 Soldier Canyon Road, Mescalero NM 88340. The conference will also be available for virtual attendance via Microsoft Teams, the meeting invitation will be shared with horrocksplanroom.com-registered plan holders. An in-person site visit will follow the pre-bid conference, the site visit will not be available for virtual participants. Attendance at the pre-bid conference is encouraged but not required.
